2002 State Track Meet Games Committee Report

Starting Heights for 2002 WV State Track Meet

Starting heights are set by the Games Committee after regional results have been tabulated, evaluated, and used as a guide.
High Jump Pole Vault

Coaches must make sure that all athletes wear their assigned numbers on the front of the jersey.

Reminder: Uniform jersey must be tucked into the shorts.

Hip numbers will be provided to all runners in individual races and anchor leg in all relays and placed on right hip. These numbers will be provided by the Clerks in the bullpen area. Hip numbers must be worn on the uniform shorts, not on any body part: leg, arm, shoulder.

Number of Heats: Two trial heats in races with preliminaries except shuttles. Two sections in all races ran as Timed Finals.

Heats and Lanes: Seeding for heats and lanes based on regional times. FAT times will be used if available. Hand held times will be rounded up (or added).

A 2-turn stagger will be used in all individual races of 800 meters or longer and in the 4 x 800 meter relay. A 3-turn stagger will be used in the 4 x 400 meter relay.

Method of baton exchange in relays not run in lanes: California exchange.

Number to Qualify to next round of competition:

a) Throwing events and Long Jump: Top seven qualifiers

b) Running Events:

1) Relay: 8 best times.

2) Individual: Two top finishers in each heat plus next 4 fastest times of the two heats.

Voice amplifications may be used when needed for starting running events.

Starting heights for Pole Vault and High Jump: To be determined after regional results are received.

Length of Spikes: 1/4" maximum - no needle spikes

Marking materials:

a) Track: Adhesive tape or tennis ball halves - no marks in shuttles

b) Long Jump/Pole Vault: Provided by meet management (Two max./competitor)

c) High Jump: Adhesive tape (one mark per competitor)

Regular starting blocks will be provided by meet management. Standing starting blocks (Moye) and others must be provided by the competitor. Block holders will be provided by meet management.

Long Jump, Shot Put, Discus will be assigned in flights of five to eight. Warm-ups permitted between flights of shot put, discus, and long jump. (two per competitor)

Practice for each field event will begin 45 minutes before the scheduled start of each event and stop 15 minutes before the start of the event.

Time limits when competitors are excused to compete in another event:

a) Field events: 10 minutes when excused from a field event to compete in another field event.

b) Running events: when excused from a field event to compete in a running event, competitor will return to the field event within 5 minutes after their heat is completed. If the running event had been 400m or longer or a leg of 400m or longer, the athlete should have a reasonable amount of time to recover.

Pole Vault/High Jump: 3 man-jumping: 3 alive

Increments in Jumping Events:

a) Pole Vault: 6" until 3 competitors remain. Then 3" if desired by a competitor.

b) High Jump: 2" until 3 competitors remain. Then 1" if desired by a competitor.

Batons will be furnished by meet management. Do not bring batons to the starting line.

Throwing implements will be provided by the WVSSAC. Do not bring implements to the throwing venues. Everyone will use only those implements provided by the WVSSAC.

Adhesives in throwing events: Rosin and rosin-type aerosol adhesive sprays are prohibited. Chalk is permitted.

Restricted Area:

a) The area inside the barriers surrounding the track.

b) The roped areas at the shot and discus areas.

c) No coaches or support personnel are permitted inside the restricted areas unless given permission by the referee.

d) Removal of any portion of team uniforms, except shoes, inside restricted areas described in "a" and "b" is prohibited.

FAT will be used to determine official order of finish and official times. The FAT operator shall recall a race if a malfunction occurs in the FAT system.

Pole Certification Forms must be turned in to the PV Judge before you may compete. A form must be brought to the state meet by each competitor.

Appeals Process: Protests that develop during the State Track Meet should be made at once and not later than thirty (30) minutes after the results of the protested event have been officially announced. Any such protests must be presented by the coach to the referee. An appeal to the jury of appeals must be in writing.

Awards Process: Awards in all final events will be presented to 1st place finishers thirty (30) minutes after the results of said event have been officially announced. Competitors in places 2 through 6 will pick up their awards at the awards table at that time. Place cards will be picked up at the table located at the Northeast corner of the track. Should the event have a protest filed, the award presentation will be postponed.
